Politcal Influence Cost as Function

Hi there,
Just got the game recently and love it and wanna try modding.
I was wondering if anyone knows if there is a way to make the political influence cost associated with a policy into a function based on other game variables. For example, if there was a MediCare policy, the political influence cost to cancel would be based on the number of retired people Retired_perc,0+(#.##*x) or something like that.
I tried writing something like that in a few different ways, but it didn't work so I was wondering if someone knows.

No, only the the amount of pressure (votes to lose) varies by the perc of a pressure group. Have the group become unhappy. If they're numerous, then the president will feel it even if the policy cost few "political capital" points.
